          <heading>Short title</heading>
          <content>
            <p>		This Act may be cited as the <i>National Workplace Relations Consultative Council Act 2002</i>.</p>
          </content>
        </section>
        <section eId="part-1__sec-2">
          <num>2</num>
          <heading>Commencement</heading>
          <content>
            <p>This Act shall come into operation on the day on which it receives the Royal Assent.</p>
          </content>
        </section>
        <section eId="part-1__sec-3">
          <num>3</num>
          <heading>Definitions</heading>
          <content>
            <p>In this Act, unless the contrary intention appears:</p>
            <p><term refersTo="#term-appointed-member">appointed member</term> means <def>a member appointed by the Minister under subsection 6(2).</def></p>
            <p><term refersTo="#term-committee">Committee</term> means <def>the Digital Labour Platform Consultative Committee.</def></p>
            <p><term refersTo="#term-council">Council</term> means <def>the National Workplace Relations Consultative Council established by this Act.</def></p>
            <p><term refersTo="#term-digital-labour-platform">digital labour platform</term> has the meaning given by <def><ref href="">the Fair Work Act 2009</ref>.</def></p>
            <p><term refersTo="#term-digital-labour-platform-consultative-committee">Digital Labour Platform Consultative Committee</term> means <def>the committee established under <ref href="#part-3">Part 3</ref>.</def></p>
            <p><term refersTo="#term-digital-labour-platform-operator">digital labour platform operator</term> has the meaning given by <def><ref href="">the Fair Work Act 2009</ref>.</def></p>
            <p><term refersTo="#term-digital-platform-work">digital platform work</term> has the meaning given by <def><ref href="">the Fair Work Act 2009</ref>.</def></p>
            <p><term refersTo="#term-member">member</term> means <def>a member of the Council.</def></p>

        <heading>Establishment of the National Workplace Relations Consultative Council</heading>

          <num>4</num>
          <heading>National Workplace Relations Consultative Council</heading>
          <content>
            <p>There is established by this Act a council by the name of the National Workplace Relations Consultative Council.</p>
          </content>
        </section>
        <section eId="part-2__sec-5">
          <num>5</num>
          <heading>Purpose of Council</heading>
          <subsection eId="part-2__sec-5__subsec-1">
            <num>1</num>
            <content>
              <p>The purpose of the Council is to provide, in the public interest, a regular and organized means by which representatives of the Government of the Commonwealth, of employers and of employees, and, when <role refersTo="#minister">the Minister</role> considers it appropriate, representatives of other persons, bodies and organisations may consult together on workplace relations matters of national concern.</p>

          </subsection>
          <subsection eId="part-2__sec-5__subsec-2">
            <num>2</num>
            <content>
              <p>It is the intention of this Act that:</p>
            </content>
            <paragraph eId="part-2__sec-5__subsec-2__para-a">
              <num>a</num>
              <content>
                <p>meetings of the Council shall be conducted on a non-political basis;</p>
              </content>
            </paragraph>
            <paragraph eId="part-2__sec-5__subsec-2__para-b">
              <num>b</num>
              <content>
                <p>the Council will not interfere with the proper performance of the functions of industrial tribunals; and</p>
              </content>
            </paragraph>
            <paragraph eId="part-2__sec-5__subsec-2__para-c">
              <num>c</num>
              <content>
                <p>subject to the rights of persons participating in meetings of the Council to report to the persons, bodies and organisations by which they are nominated and to the right of the Council to make announcements that those persons agree are in the public interest, the views expressed at those meetings will be kept confidential.</p>
              </content>
            </paragraph>
          </subsection>
        </section>
        <section eId="part-2__sec-6">
          <num>6</num>
          <heading>Membership of Council</heading>
          <subsection eId="part-2__sec-6__subsec-1">
            <num>1</num>
            <content>
              <p>The Council is to consist of these 15 members:</p>
            </content>
            <paragraph eId="part-2__sec-6__subsec-1__para-a">
              <num>a</num>
              <content>
                <p><role refersTo="#minister">the Minister</role>, who is to be the Chairperson of the Council;</p>
              </content>
            </paragraph>
            <paragraph eId="part-2__sec-6__subsec-1__para-b">
              <num>b</num>
              <content>
                <p>7 members nominated by the Australian Council of Trade Unions;</p>
              </content>
            </paragraph>
            <paragraph eId="part-2__sec-6__subsec-1__para-c">
              <num>c</num>
              <content>
                <p>3 members nominated by the Australian Chamber of Commerce and Industry;</p>
              </content>
            </paragraph>
            <paragraph eId="part-2__sec-6__subsec-1__para-d">
              <num>d</num>
              <content>
                <p>one member nominated by the Business Council of Australia;</p>
              </content>
            </paragraph>
            <paragraph eId="part-2__sec-6__subsec-1__para-e">
              <num>e</num>
              <content>
                <p>one member nominated by the Australian Industry Group;</p>
              </content>
            </paragraph>
            <paragraph eId="part-2__sec-6__subsec-1__para-f">
              <num>f</num>
              <content>
                <p>one member nominated by the National Farmers’ Federation;</p>
              </content>
            </paragraph>
            <paragraph eId="part-2__sec-6__subsec-1__para-g">
              <num>g</num>
              <content>
                <p>one member nominated by Master Builders Australia.</p>
              </content>
            </paragraph>
          </subsection>
          <subsection eId="part-2__sec-6__subsec-1A">
            <num>1A</num>
            <content>
              <p>If <role refersTo="#minister">the Minister</role> is satisfied that an organisation referred to in a paragraph of subsection (1) (including a paragraph as previously amended under this subsection or subsection (1B)):</p>
            </content>
            <paragraph eId="part-2__sec-6__subsec-1A__para-a">
              <num>a</num>
              <content>
                <p>has changed its name; or</p>
              </content>
            </paragraph>
            <paragraph eId="part-2__sec-6__subsec-1A__para-b">
              <num>b</num>
              <content>
                <p>has merged with another organisation; or</p>
              </content>
            </paragraph>
            <paragraph eId="part-2__sec-6__subsec-1A__para-c">
              <num>c</num>
              <content>
                <p>has been succeeded by another organisation;</p>
              </content>
              <content>
                <p>the Governor-General may make regulations amending that paragraph of subsection (1) so that the paragraph refers to the organisation under its new name, to the merged organisation, or to the successor organisation, as the case requires.</p>
              </content>
            </paragraph>
          </subsection>
          <subsection eId="part-2__sec-6__subsec-1B">
            <num>1B</num>
            <content>
              <p>If <role refersTo="#minister">the Minister</role> is satisfied that:</p>
            </content>
            <paragraph eId="part-2__sec-6__subsec-1B__para-a">
              <num>a</num>
              <content>
                <p>an organisation referred to in a paragraph of subsection (1) (including a paragraph as previously amended under this subsection or subsection (1A)) has ceased to exist and has not merged with, or been succeeded by, another organisation; and</p>
              </content>
            </paragraph>
            <paragraph eId="part-2__sec-6__subsec-1B__para-b">
              <num>b</num>
              <content>
                <p>there is another organisation that performs a broadly similar role;</p>
              </content>
              <content>
                <p>the Governor-General may make regulations amending that paragraph of subsection (1) so that the paragraph refers to that other organisation.</p>
              </content>
            </paragraph>
          </subsection>
          <subsection eId="part-2__sec-6__subsec-1C">
            <num>1C</num>
            <content>
              <p>Before deciding that he or she is satisfied for the purposes of subsection (1B), <role refersTo="#minister">the Minister</role> must consult the members of the Council.</p>
            </content>

                <p>Note:	This subsection is not intended to limit by implication the matters <role refersTo="#minister">the Minister</role> may take into account for the purposes of subsection (1A) or (1B).</p>

          </subsection>
          <subsection eId="part-2__sec-6__subsec-2">
            <num>2</num>
            <content>
              <p><role refersTo="#minister">The Minister</role> appoints the other members of the Council.</p>
            </content>
          </subsection>
          <subsection eId="part-2__sec-6__subsec-3">
            <num>3</num>
            <content>
              <p>Subject to this Act, a member (except <role refersTo="#minister">the Minister</role>) holds office for such period, not exceeding 2 years, as is specified in the instrument of appointment, but is eligible for re-appointment.</p>
            </content>
          </subsection>
        </section>
        <section eId="part-2__sec-7">
          <num>7</num>
          <heading>Resignation of members</heading>
          <content>
            <p>An appointed member may resign by writing signed by him or her and delivered to <role refersTo="#minister">the Minister</role>.</p>
          </content>
        </section>
        <section eId="part-2__sec-8">
          <num>8</num>
          <heading>Termination of appointment of members</heading>
          <subsection eId="part-2__sec-8__subsec-1">
            <num>1</num>
            <content>
              <p>If an organization which has nominated a member under subsection 6(1) requests the termination of the appointment of a member nominated by it, <role refersTo="#minister">the Minister</role> shall terminate the appointment of that member.</p>
            </content>
          </subsection>
          <subsection eId="part-2__sec-8__subsec-2">
            <num>2</num>
            <content>
              <p>If <role refersTo="#minister">the Minister</role> is satisfied that an organisation which has nominated a member under subsection 6(1) has ceased to exist and has not merged with, or been succeeded by, another organisation, <role refersTo="#minister">the Minister</role> must terminate the appointment of that member.</p>
            </content>
          </subsection>
        </section>
        <section eId="part-2__sec-9">
          <num>9</num>
          <heading>Travelling allowance for members</heading>
          <subsection eId="part-2__sec-9__subsec-1">
            <num>1</num>
            <content>
              <p>The regulations may provide for a member to receive travelling allowance at a rate specified or identified in the regulations.</p>
            </content>
          </subsection>
          <subsection eId="part-2__sec-9__subsec-2">
            <num>2</num>
            <content>
              <p>Regulations made for the purposes of subsection (1) may identify a rate by reference to the rate of travelling allowance that is payable to a particular class of office holders under a determination of the Remuneration Tribunal as in force at a particular time, or as in force from time to time.</p>

          </subsection>
          <subsection eId="part-2__sec-9__subsec-3">
            <num>3</num>
            <content>
              <p>A member is not otherwise entitled to any remuneration or allowances.</p>
            </content>
          </subsection>
        </section>
        <section eId="part-2__sec-10">
          <num>10</num>
          <heading>Substitute members</heading>
          <subsection eId="part-2__sec-10__subsec-1">
            <num>1</num>
            <content>
              <p><role refersTo="#minister">The Minister</role> may nominate a person to attend a meeting of the Council in his or her place.</p>
            </content>
          </subsection>
          <subsection eId="part-2__sec-10__subsec-2">
            <num>2</num>
            <content>
              <p>If an appointed member is unable to be present at a meeting of the Council, the organization which nominated that member may nominate a person to attend the meeting in that member’s place.</p>
            </content>
          </subsection>
          <subsection eId="part-2__sec-10__subsec-3">
            <num>3</num>
            <content>
              <p>A person nominated under subsection (1) or (2) to attend a meeting of the Council in the place of a member of the Council has, and may exercise, at that meeting all the rights of that member.</p>
            </content>
          </subsection>
        </section>
        <section eId="part-2__sec-10A">
          <num>10A</num>
          <heading>Invited representatives</heading>
          <subsection eId="part-2__sec-10A__subsec-1">
            <num>1</num>
            <content>
              <p><role refersTo="#minister">The Minister</role> may, after consulting the members of the Council or the Digital Labour Platform Consultative Committee (as the case requires), invite a person, body or organisation to nominate a representative for the purposes of this section.</p>
            </content>
          </subsection>
          <subsection eId="part-2__sec-10A__subsec-2">
            <num>2</num>
            <content>
              <p>A representative so invited may participate in one or more meetings of one or more of the following, in accordance with the invitation, but does not become a member of the Council, or of a committee or subcommittee:</p>
            </content>
            <paragraph eId="part-2__sec-10A__subsec-2__para-a">
              <num>a</num>
              <content>
                <p>the Council;</p>
              </content>
            </paragraph>
            <paragraph eId="part-2__sec-10A__subsec-2__para-b">
              <num>b</num>
              <content>
                <p>committees of the Council, including the Digital Labour Platform Consultative Committee;</p>
              </content>
            </paragraph>
            <paragraph eId="part-2__sec-10A__subsec-2__para-c">
              <num>c</num>
              <content>
                <p>a subcommittee of the Digital Labour Platform Consultative Committee.</p>
              </content>
            </paragraph>
          </subsection>
          <subsection eId="part-2__sec-10A__subsec-3">
            <num>3</num>
            <content>
              <p>If at any time <role refersTo="#minister">the Minister</role> terminates an invitation, the representative concerned ceases to be entitled to participate in meetings of the Council, its committees or any subcommittee of the Digital Labour Platform Consultative Committee.</p>
            </content>
          </subsection>
          <subsection eId="part-2__sec-10A__subsec-4">
            <num>4</num>
            <content>
              <p>While a representative is entitled to attend a meeting or meetings of the Council, the representative is entitled to payment of travelling allowance as if he or she were a member.</p>
            </content>
          </subsection>
        </section>
        <section eId="part-2__sec-11">
          <num>11</num>
          <heading>Meetings of Council</heading>
          <subsection eId="part-2__sec-11__subsec-1">
            <num>1</num>
            <content>
              <p>The Council must meet:</p>
            </content>
            <paragraph eId="part-2__sec-11__subsec-1__para-a">
              <num>a</num>
              <content>
                <p>at least once each year during the period that begins on 1 January and ends on 30 June; and</p>
              </content>
            </paragraph>
            <paragraph eId="part-2__sec-11__subsec-1__para-b">
              <num>b</num>
              <content>
                <p>at least once each year during the period that begins on 1 July and ends on 31 December.</p>
              </content>
            </paragraph>
          </subsection>
          <subsection eId="part-2__sec-11__subsec-2">
            <num>2</num>
            <content>
              <p><role refersTo="#minister">The Minister</role> may, at any time, convene a meeting of the Council and shall do so whenever the holding of a meeting is necessary to comply with subsection (1).</p>
            </content>
          </subsection>
          <subsection eId="part-2__sec-11__subsec-3">
            <num>3</num>
            <content>
              <p><role refersTo="#minister">The Minister</role> shall convene a meeting of the Council whenever requested to do so by a majority of the members of the Council.</p>
            </content>
          </subsection>
          <subsection eId="part-2__sec-11__subsec-4">
            <num>4</num>
            <content>
              <p><role refersTo="#minister">The Minister</role> shall preside at all meetings of the Council at which <role refersTo="#minister">the Minister</role> is present, and, in <role refersTo="#minister">the Minister</role>’s absence from a meeting, the person nominated under subsection 10(1) to attend that meeting in the place of <role refersTo="#minister">the Minister</role> shall preside.</p>

          </subsection>
          <subsection eId="part-2__sec-11__subsec-5">
            <num>5</num>
            <content>
              <p>Subject to this section, the procedure to be followed at a meeting of the Council shall be determined by the Council.</p>
            </content>
          </subsection>
        </section>
        <section eId="part-2__sec-12">
          <num>12</num>
          <heading>Committees</heading>
          <subsection eId="part-2__sec-12__subsec-1">
            <num>1</num>
            <content>
              <p>The Council may, at any time, cause to be constituted a committee to consider, and report to the Council on, any matter relevant to the purpose of the Council referred to it by the Council.</p>
            </content>
          </subsection>
          <subsection eId="part-2__sec-12__subsec-2">
            <num>2</num>
            <content>
              <p>The regulations may provide for a member of a committee to receive travelling allowance at a rate specified or identified in the regulations.</p>
            </content>
          </subsection>
          <subsection eId="part-2__sec-12__subsec-3">
            <num>3</num>
            <content>
              <p>Regulations made for the purposes of subsection (2) may identify a rate by reference to the rate of travelling allowance that is payable to a particular class of office holders under a determination of the Remuneration Tribunal as in force at a particular time, or as in force from time to time.</p>

        <heading>Establishment of the Digital Labour Platform Consultative Committee</heading>

          <heading>Digital Labour Platform Consultative Committee</heading>

            <num>1</num>
            <content>
              <p>There is established by this Part a committee by the name of the Digital Labour Platform Consultative Committee.</p>
            </content>
          </subsection>
          <subsection eId="part-3__sec-12A__subsec-2">
            <num>2</num>
            <content>
              <p>A member of the Committee is not entitled to any remuneration or allowances.</p>
            </content>
          </subsection>
          <subsection eId="part-3__sec-12A__subsec-3">
            <num>3</num>
            <content>
              <p>Subject to subsection (2), the Committee is taken to be a committee constituted for the purposes of <ref href="#sec-12">section 12</ref>.</p>
            </content>
          </subsection>
        </section>
        <section eId="part-3__sec-12B">
          <num>12B</num>
          <heading>Purpose of Committee</heading>
          <subsection eId="part-3__sec-12B__subsec-1">
            <num>1</num>
            <content>
              <p>The purpose of the Committee is to provide, in the public interest, a regular and organised means by which representatives of:</p>
            </content>
            <paragraph eId="part-3__sec-12B__subsec-1__para-a">
              <num>a</num>
              <content>
                <p>the Government of the Commonwealth; and</p>
              </content>
            </paragraph>
            <paragraph eId="part-3__sec-12B__subsec-1__para-b">
              <num>b</num>
              <content>
                <p>digital labour platform operators; and</p>
              </content>
            </paragraph>
            <paragraph eId="part-3__sec-12B__subsec-1__para-c">
              <num>c</num>
              <content>
                <p>workers performing digital platform work; and</p>
              </content>
            </paragraph>
            <paragraph eId="part-3__sec-12B__subsec-1__para-d">
              <num>d</num>
              <content>
                <p>when <role refersTo="#minister">the Minister</role> considers it appropriate, other persons, bodies and organisations;</p>
              </content>
              <content>
                <p>may consult together on workplace relations matters relating to digital platform work.</p>
              </content>
            </paragraph>
          </subsection>
          <subsection eId="part-3__sec-12B__subsec-2">
            <num>2</num>
            <content>
              <p>It is the intention of this Act that:</p>
            </content>
            <paragraph eId="part-3__sec-12B__subsec-2__para-a">
              <num>a</num>
              <content>
                <p>meetings of the Committee will be conducted on a non-political basis; and</p>
              </content>
            </paragraph>
            <paragraph eId="part-3__sec-12B__subsec-2__para-b">
              <num>b</num>
              <content>
                <p>the Committee will not interfere with the proper performance of the functions of industrial tribunals; and</p>
              </content>
            </paragraph>
            <paragraph eId="part-3__sec-12B__subsec-2__para-c">
              <num>c</num>
              <content>
                <p>subject to the rights of persons participating in meetings of the Committee to report to the persons, bodies and organisations that they represent and to the right of the Committee to make announcements that those persons agree are in the public interest, the views expressed at those meetings will be kept confidential.</p>
              </content>
            </paragraph>
          </subsection>
          <subsection eId="part-3__sec-12B__subsec-3">
            <num>3</num>
            <content>
              <p>Subsection (1) does not limit the purposes of the Council under <ref href="#sec-5">section 5</ref>.</p>
            </content>
          </subsection>
        </section>
        <section eId="part-3__sec-12C">
          <num>12C</num>
          <heading>Membership of Committee</heading>
          <subsection eId="part-3__sec-12C__subsec-1">
            <num>1</num>
            <content>
              <p>The Committee is to consist of the following members:</p>
            </content>
            <paragraph eId="part-3__sec-12C__subsec-1__para-a">
              <num>a</num>
              <content>
                <p><role refersTo="#minister">the Minister</role>, who is to be the Chair of the Committee;</p>
              </content>
            </paragraph>
            <paragraph eId="part-3__sec-12C__subsec-1__para-b">
              <num>b</num>
              <content>
                <p>at least 6 members appointed by <role refersTo="#minister">the Minister</role> under subsection (3) who <role refersTo="#minister">the Minister</role> is satisfied represent digital labour platform operators;</p>
              </content>
            </paragraph>
            <paragraph eId="part-3__sec-12C__subsec-1__para-c">
              <num>c</num>
              <content>
                <p>at least 6 members appointed by <role refersTo="#minister">the Minister</role> under subsection (3) who <role refersTo="#minister">the Minister</role> is satisfied represent workers performing digital platform work.</p>
              </content>
            </paragraph>
          </subsection>
          <subsection eId="part-3__sec-12C__subsec-2">
            <num>2</num>
            <content>
              <p>Without limiting the sectors that may be represented for the purposes of paragraphs (1)(b) and (c), <role refersTo="#minister">the Minister</role> must be satisfied that the persons appointed under each of those paragraphs represent the following sectors:</p>
            </content>
            <paragraph eId="part-3__sec-12C__subsec-2__para-a">
              <num>a</num>
              <content>
                <p>the care economy sector;</p>
              </content>
            </paragraph>
            <paragraph eId="part-3__sec-12C__subsec-2__para-b">
              <num>b</num>
              <content>
                <p>the on demand delivery sector;</p>
              </content>
            </paragraph>
            <paragraph eId="part-3__sec-12C__subsec-2__para-c">
              <num>c</num>
              <content>
                <p>the rideshare sector.</p>
              </content>
            </paragraph>
          </subsection>
          <subsection eId="part-3__sec-12C__subsec-3">
            <num>3</num>
            <content>
              <p><role refersTo="#minister">The Minister</role> may appoint a person for the purposes of paragraph (1)(b) or (c).</p>
            </content>
          </subsection>
          <subsection eId="part-3__sec-12C__subsec-4">
            <num>4</num>
            <content>
              <p>Subject to this Act, a member (except <role refersTo="#minister">the Minister</role>) holds office for such period, not exceeding 2 years, as is specified in the instrument of appointment, but is eligible for re-appointment.</p>
            </content>
          </subsection>
        </section>
        <section eId="part-3__sec-12D">
          <num>12D</num>
          <heading>Resignation of members</heading>
          <content>
            <p>An appointed member may resign by writing signed by the member and delivered to <role refersTo="#minister">the Minister</role>.</p>
          </content>
        </section>
        <section eId="part-3__sec-12E">
          <num>12E</num>
          <heading>Termination of appointment of members</heading>
          <content>
            <p>If, in relation to a member appointed for the purposes of paragraph 12C(1)(b) or (c), <role refersTo="#minister">the Minister</role> ceases to be satisfied as required by the relevant paragraph, <role refersTo="#minister">the Minister</role> must terminate the appointment of that member.</p>
          </content>
        </section>
        <section eId="part-3__sec-12F">
          <num>12F</num>
          <heading>Substitute members</heading>
          <subsection eId="part-3__sec-12F__subsec-1">
            <num>1</num>
            <content>
              <p><role refersTo="#minister">The Minister</role> may nominate a person to attend a meeting of the Committee in <role refersTo="#minister">the Minister</role>’s place, or in the place of an appointed member who is unable to be present at a meeting of the Committee.</p>
            </content>
          </subsection>
          <subsection eId="part-3__sec-12F__subsec-2">
            <num>2</num>
            <content>
              <p>A person nominated under subsection (1) to attend a meeting of the Committee in the place of a member of the Committee has, and may exercise, at that meeting all the rights of that member.</p>
            </content>
          </subsection>
        </section>
        <section eId="part-3__sec-12G">
          <num>12G</num>
          <heading>Meetings of Committee</heading>
          <subsection eId="part-3__sec-12G__subsec-1">
            <num>1</num>
            <content>
              <p>During the first 24 months after this section commences, the Committee must meet:</p>
            </content>
            <paragraph eId="part-3__sec-12G__subsec-1__para-a">
              <num>a</num>
              <content>
                <p>at least once each year during the period that begins on 1 January and ends on 30 June; and</p>
              </content>
            </paragraph>
            <paragraph eId="part-3__sec-12G__subsec-1__para-b">
              <num>b</num>
              <content>
                <p>at least once each year during the period that begins on 1 July and ends on 31 December.</p>
              </content>

          <subsection eId="part-3__sec-12G__subsec-2">
            <num>2</num>
            <content>
              <p>After that 24-month period, the Committee must meet at least once during each further 12-month period.</p>
            </content>
          </subsection>
          <subsection eId="part-3__sec-12G__subsec-3">
            <num>3</num>
            <content>
              <p><role refersTo="#minister">The Minister</role> may, at any time, convene a meeting of the Committee and must do so whenever the holding of a meeting is necessary to comply with subsection (1) or (2).</p>
            </content>
          </subsection>
          <subsection eId="part-3__sec-12G__subsec-4">
            <num>4</num>
            <content>
              <p><role refersTo="#minister">The Minister</role> must convene a meeting of the Committee whenever requested to do so by a majority of the members of the Committee.</p>
            </content>
          </subsection>
          <subsection eId="part-3__sec-12G__subsec-5">
            <num>5</num>
            <content>
              <p><role refersTo="#minister">The Minister</role> must preside at all meetings of the Committee at which <role refersTo="#minister">the Minister</role> is present, and, in <role refersTo="#minister">the Minister</role>’s absence from a meeting, the person nominated under subsection 12F(1) to attend that meeting in the place of <role refersTo="#minister">the Minister</role> must preside.</p>
            </content>
          </subsection>
          <subsection eId="part-3__sec-12G__subsec-6">
            <num>6</num>
            <content>
              <p>Subject to this section, the procedure to be followed at a meeting of the Committee must be determined by the Committee.</p>
            </content>
          </subsection>
        </section>
        <section eId="part-3__sec-12H">
          <num>12H</num>
          <heading>Subcommittees</heading>
          <subsection eId="part-3__sec-12H__subsec-1">
            <num>1</num>
            <content>
              <p>The Committee may, at any time, cause to be constituted a subcommittee to consider, and report to the Committee on, any matter relevant to the purpose of the Committee referred to it by the Committee.</p>
            </content>
          </subsection>
          <subsection eId="part-3__sec-12H__subsec-2">
            <num>2</num>
            <content>
              <p>A member of a subcommittee is not entitled to any remuneration or allowances.</p>
            </content>
          </subsection>

            <p>The Governor-General may make regulations prescribing matters:</p>

              <p>A misdescribed amendment is an amendment that does not accurately describe how an amendment is to be made. If, despite the misdescription, the amendment can be given effect as intended, then the misdescribed amendment can be incorporated through an editorial change made under <i>Legislation Act 2003</i>.<ref href="#sec-15V">section 15V</ref> of the </p>
