          <p>		This Act is the <i>Autonomous Sanctions Amendment (Magnitsky</i><i>-</i><i>style and Other Thematic Sanctions) Act 2021</i>.</p>

        <heading>Commencement</heading>
        <subsection eId="sec-2__subsec-1">
          <num>1</num>
          <content>
            <p>Each provision of this Act specified in column 1 of the table commences, or is taken to have commenced, in accordance with column 2 of the table. Any other statement in column 2 has effect according to its terms.</p>

            <p>Any information in column 3 of the table is not part of this Act. Information may be inserted in this column, or information in it may be edited, in any published version of this Act.</p>

        <num>3</num>
        <heading>Schedules</heading>
        <content>
          <p>Legislation that is specified in a Schedule to this Act is amended or repealed as set out in the applicable items in the Schedule concerned, and any other item in a Schedule to this Act has effect according to its terms.</p>

        <num>4</num>
        <heading>Review of operation of amendments</heading>
        <subsection eId="sec-4__subsec-1">
          <num>1</num>
          <content>
            <p>The Joint Standing Committee on Foreign Affairs, Defence and Trade must commence a review of the operation of the amendments made by this Act as soon as possible after the end of 3 years after this Act commences.</p>
          </content>
        </subsection>
        <subsection eId="sec-4__subsec-2">
          <num>2</num>
          <content>
            <p>The Committee must prepare a written report of the review.</p>
          </content>
        </subsection>
        <subsection eId="sec-4__subsec-3">
          <num>3</num>
          <content>
            <p>The Committee must table the report in each House of the Parliament.</p>
          </content>
        </subsection>

                <p>Without limiting subsection (1), the autonomous sanctions may address matters that are of international concern in relation to one or more particular foreign countries.</p>

                <p>Without limiting subsection (1), the autonomous sanctions may address one or more of the following:</p>
              </content>
            </hcontainer>

              <num>a</num>
              <content>
                <p>the proliferation of weapons of mass destruction;</p>
              </content>
            </paragraph>
            <paragraph eId="schedule-1__clause-4__para-b">
              <num>b</num>
              <content>
                <p>threats to international peace and security;</p>
              </content>
            </paragraph>
            <paragraph eId="schedule-1__clause-4__para-c">
              <num>c</num>
              <content>
                <p>malicious cyber activity;</p>
              </content>
            </paragraph>
            <paragraph eId="schedule-1__clause-4__para-d">
              <num>d</num>
              <content>
                <p>serious violations or serious abuses of human rights;</p>
              </content>
            </paragraph>
            <paragraph eId="schedule-1__clause-4__para-e">
              <num>e</num>
              <content>
                <p>activities undermining good governance or the rule of law, including serious corruption;</p>
              </content>
            </paragraph>
            <paragraph eId="schedule-1__clause-4__para-f">
              <num>f</num>
              <content>
                <p>serious violations of international humanitarian law.</p>
              </content>
            </paragraph>

                <p>under that provision, <role refersTo="#minister">the Minister</role> proposes to make a legislative instrument proscribing one or more persons or entities;</p>

              <num>c</num>
              <content>
                <p><role refersTo="#minister">the Minister</role> must consult the Attorney-General and obtain the Attorney-General’s agreement in writing to the making of the instrument; and</p>

                <p><role refersTo="#minister">the Minister</role> must consult such other Ministers as <role refersTo="#minister">the Minister</role> considers appropriate.</p>

                <p>under the regulations, <role refersTo="#minister">the Minister</role> has made a legislative instrument proscribing one or more persons or entities other than by reference to one or more particular countries; and</p>
              </content>
            </paragraph>

              <num>b</num>
              <content>
                <p>under the regulations, <role refersTo="#minister">the Minister</role> proposes to make another legislative instrument continuing the effect of the proscription, or revoking the proscription, of one or more of those persons or entities;</p>

              <num>c</num>
              <content>
                <p><role refersTo="#minister">the Minister</role> must consult the Attorney-General and obtain the Attorney-General’s agreement in writing to the making of the other instrument; and</p>

                <p><role refersTo="#minister">the Minister</role> must consult such other Ministers as <role refersTo="#minister">the Minister</role> considers appropriate.</p>

                <p>If, under a provision of the regulations, <role refersTo="#minister">the Minister</role> has a power to make a legislative instrument, <role refersTo="#minister">the Minister</role> must not, under the regulations, delegate that power to another person.</p>

            <heading>Application provisions</heading>

                <p>(1)	The amendment of subsection 6(1) of the <i>Autonomous Sanctions Act 2011 </i>made by this Schedule applies in relation to a legislative instrument that is made on or after the commencement of this item.</p>

                <p>(2)	Paragraph 10(4)(b) of the <i>Autonomous Sanctions Act 2011</i>, as added by this Schedule, applies in relation to a legislative instrument that is proposed to be made on or after the commencement of this item.</p>
